After graduating from Cerrahpaşa Faculty of Medicine, he received his specialty and doctorate from Gazi University Faculty of Medicine. Cihan, who received the position of Associate Professor at Zonguldak Karaelmas University and Professor at Istanbul University, has served in many administrative positions. He worked as the Director of Health Sciences at Zonguldak Karaelmas University, the founding Chief Physician at İstanbul Bağcılar Training and Research Hospital, the Director of the Istanbul University Distance Education Application and Research Center, the Director of Strategic Studies, and the vice-chancellor of Istanbul University. Alper Cihan, who served as the Head of the Public Hospitals Institution of the Ministry of Health in 2016 and the General Manager of Health Services in 2017, has been working as a lecturer at the Department of Health Management and Faculty of Health Sciences in Istanbul Cerrahpaşa University since 2018.
