Volkan Mutlu Coşkun

Volkan Mutlu Coşkun was born in 1971 in Van.

He undertook his elementary education in Kayseri, Erzurum, Bursa and Kahramanmaraş and completed high school in Şanlıurfa.

V.M. Coşkun graduated from Istanbul Technical University Meteorology Engineering with honors. He also completed a degree in Economics from Anadolu University.

He worked as an Engineer at the General Directorate of State Hydraulic Works (DSI), Operation and Maintenance Department between 1993 and 2003.

He worked as branch manager for several units within the DSI between 2004 and 2011.

V.M. Coşkun worked as a Private Secretary at the Ministry of Food, Agriculture and Livestock between 2011 and 2014.

He was appointed as the Ministry Counselor on 11.06.2014 and served as the Ministry’s Private Secretary.

He was appointed as Deputy Undersecretary of the Ministry of Food, Agriculture and Livestock on 27.08.2015.

Appointed as the Ministry Counselor on 23.02.2017, V.M. Coşkun served as the Deputy Undersecretary between 04.12.2017-19.08.2018.

Appointed as the General Manager of Meteorology on August 19, 2018, Mr. Coşkun represents Turkey in international organizations as the Permanent Representative of Turkey and a Member of the WMO 6th Regional Union (European Region) Management Group at the World Meteorological Organization (WMO).

Mr. Coşkun was unanimously elected as a member of the WMO Executive Council by the 18th World Meteorology Congress on 13 June 2019. He will represent the 6th Regional Union (European Region) for the period 2019-2022 in the Executive Council.

V.M. Coşkun, who was appointed as a member of the Board of Directors of the Turkish Grain Board (TMO) on 11 November 2019, carried out this duty until 3 June 2022.

He continues his duty as the General Manager of Meteorology in the Ministry of Environment, Urbanization and Climate Change, which was newly established with the Presidential Decree on 29.10.2021.

Volkan Mutlu Coşkun is married and the father of two children.
